Dr. Taylor Tomlinson is a board certified Family Medicine physician and Addiction Medicine Specialist serving as the Director of the Department of Addiction Medicine at Northern Nevada HOPES. She provides primary care to patients of all ages in addition to growing and developing HOPES' low barrier outpatient setting for patients to recieve addiction treatment.

Dr. Mason Turner is the Senior Medical Director for Behavioral Health Clinical Programs at Intermountain Health in Salt Lake City, Utah. His work focuses on advancing innovative, equitable behavioral health care delivery, integrating mental health and addiction services with primary and specialty medical care. A board-certified psychiatrist and addiction medicine specialist, he also serves as adjunct faculty at the University of Utah and the University of Nevada, Las Vegas, and brings specialized expertise in consult-liaison psychiatry, personality disorders, and trauma-informed care for refugees and asylum seekers.

Dr. Samuel Hickson is a clinical social worker, neuropsychotherapist, researcher, and educator based in Las Vegas, Nevada, with over 14 years of experience in health and mental health practice and more than eight years in clinical trials research. His work centers on psychometrics, neuropsychological assessment, and health equity, with research interests spanning medical mistrust, stigma, religion, predatory gynecological practices, and the mental health impact of urban environments. He is the author of She Means Business and forthcoming works on power, trust, and healthcare ethics.

Alyssa Planas is a Health Resource Analyst II with the Nevada Office of Analytics, specializing in overdose surveillance and substance use data, including TEDS, SUDORS, PDMP, and DOSE. She has worked across clinical, nonprofit, and government settings, with a focus on the intersection of substance use, mental health, and the criminal justice system. Born and raised in Reno, Nevada, and holding a Master of Public Health in epidemiology, Alyssa brings both professional expertise and lived experience to advancing data-informed strategies to address overdose harms in her community.

Timothy “TJ” Mills, MBA, is the Program Coordinator for The Bridge at the Washoe County Sheriff’s Office, where he leads jail-based reentry and behavioral health programming focused on education, workforce readiness, and successful community reintegration. This work emphasizes building data-driven, evidence-informed systems through collaboration with local, state, and academic partners to strengthen Nevada’s reentry infrastructure and community resilience.

She brings both professional expertise and lived experience to her work as a person in long-term recovery who has survived an opioid overdose.

Kovacs III, Edward
Edward Kovacs III is a behavioral health and addiction recovery leader focused on serving vulnerable and high-acuity populations. With a background in addiction studies, he is a statewide speaker who has trained hundreds of law enforcement officers on engaging at-risk youth. His expertise spans trauma-informed program development, justice-involved and indigenous populations, and the neurological benefits of fitness and nutrition. He has led large teams, secured significant research funding, and serves on multiple advisory committees supporting recovery-focused education and intervention.

Dr. Dinita Smith, PsyD, MSW, is the Clinic Director at the Dr. Miriam & Sheldon G. Adelson Clinic for Drug Abuse Treatment and Research in Las Vegas, Nevada, and serves as Nevada State Board Representative for the American Association for the Treatment of Opioid Dependence (AATOD). With over 30 years of experience in opioid and substance use disorder treatment, she is a respected leader and consultant specializing in behavioral health, compliance, program development, and organizational improvement.

She supports statewide efforts to strengthen Nevada’s behavioral health workforce through program oversight, evidence-based practice, and cross-sector collaboration. An instructor in substance abuse prevention, she brings expertise in public health administration, prevention science, workforce development, and systems strengthening.
